The Tainan County Police Depart-ment yesterday announced that it has arrested six suspects in the murder of the chairman of a city residents' advocacy association, Shen Wen-teh's (沈文德), on Aug. 21.
The six suspects are Chen Tsung-chi (陳宗吉), his wife Chiang Hui-ling (姜惠玲), Chiang's younger brother Chiang Ding-kui (姜丁貴), known gangsters Shih Kuo-liang (石國樑), Hung Chung-chieh (洪崇傑) and Feng Yao-chun (馮耀群).
The suspected gunman, Huang San-yu (黃三佑), was still on the run as of press time yesterday.
The police said that Chen and Chiang Hui-ling were the masterminds of the murder.
Witnesses have said that the couple had constant arguments with Shen. Police investigators say they have learned that Chen belongs to a gang.
"The couple and Shen had been enemies for quite a while. When we realized what the couple and Shen had been through, we immediately regarded the couple as primary suspects," said Chen Tzu-jing (陳子敬), chief of the Tainan County Police Department.
According to witnesses' accounts, Shen led a team of local gangsters to vandalize Chen and Chiang's residence and barber shop in Hsinying City on June 13.
Chen and Chiang then invited the other five suspects to join in the murder plan. Witnesses claim they then decided that Huang would be the gunman and Feng would drive the get-away scooter.
The 38-year-old head of the Hsinying City Resident Representative Committee was hit eight times while he was driving in his Mercedes C-class sedan to work -- four times in his left hand, twice in the right, once in the chest and once in the stomach during the killing, the coroner's report stated.
Witnesses reported that both of the suspects wore full-face motorcycle helmets and that the scooter had no license plate. The suspects then fired at Shen in his car while he was stopped at a traffic light.
After being shot, Shen slumped over the steering wheel. His car veered to the left of the road before coming to stop in front of a kitchen-furnishings shop.
Shen's family told the police that he had received a phone call before he left home on that day, which was traced by police, giving them further evidence that points to the suspects.

A magnitude 4.1 earthquake struck eastern Taiwan's Hualien County at 2:23pm today, according to the Central Weather Administration (CWA). The epicenter of the temblor was 5.4 kilometers northeast of Hualien County Hall, at a depth of 34.9 km, according to the CWA. The earthquake's intensity, which gauges the actual effect of a temblor, was the highest in Hualien County, where it measured 2 on Taiwan's 7-tier intensity scale. The quake also measured an intensity of 1 in Yilan county, Taichung, Nantou County, Changhua County and Yunlin County, the CWA said. There were no immediate reports of damage or injuries.
