China, the world's largest steel producer, stepped up demands from trading partners on the US to remove its steel tariffs by asking the WTO to rule them illegal. China says the US steel tariffs violate international trade law because there "was no serious injury or threat of serious injury being suffered by the relevant domestic industries," according to a copy of China's submission to the WTO obtained by Bloomberg. Consultations with the US "failed to settle the dispute," the document says. The US is facing counter-tariffs on its own exports as well as challenges at the WTO. The EU has threatened to impose US$348 million-worth of tariffs on US products from fruit to clothing. Japan may retaliate for the first time against its biggest market with US$4.9 million of duties on US steel.

US Senator Mike Rounds asked Haines about such a potential scenario. He also asked US Defense Intelligence Agency Director Lieutenant General Jeffrey Kruse
