    Insiders may have helped form plans

    Federal counterterrorism officials have told officials at the World Bank and the IMF that they believe plans for a possible attack on the two financial institutions were so detailed that terrorists must have had inside help from employees, contractors or visitors with access throughout the buildings, according to officials at the two organizations.

    Some federal officials are pursuing the possibility of an inside job regarding the World Bank and IMF and preparing to formally request some lists of their mostly foreign employees and contractors. Special requests are required because the records of these institutions have diplomatic immunity, though not all of their staff do.

    But officials said the World Bank and the IMF, both members of the larger UN family, are reluctant to hand over employee lists.

    While relatively unknown in the US, the World Bank and the International Monetary Fund loom large in the rest of the world, where they are the main source for development aid and loans for the developing world.

    Now, in a turnaround, officials believe they are being targeted by terrorists for offering too much help in Iraq and Afghanistan.
