A student association hosting graduation events at National Taiwan University yesterday apologized for taking a photograph on tracks operated by the Taiwan Railways Administration (TRA) to promote a dance without applying for permission.
The actions breached regulations of the Railway Act (鐵路法), the agency said.
“We have compromised railway safety laws by taking a photograph at the back of the Railway Park of Cidu Station (七堵) in Keelung. We offer our sincerest apology and have deleted the image,” the association wrote on Facebook. “We also promise to take complete responsibility for the incident and fully cooperate with the relevant agencies on the investigation over this incident.”

Article No. 57 in the Railway Act states that pedestrians and vehicles should not pass through railway routes, bridges, tunnels or station districts not designated for public use.
The association said that it did not study the regulations before it took the photograph, and that the incident has damaged the image of the university and put the people seen in the image in a troublesome situation, adding that it would not happen again.
The photograph, which has already circulated on the Internet, features an anonymous couple.
The woman is standing with one foot on a rail, while the man is kneeling beside the track, holding the woman’s hand.
People need to file an application if they want to take photographs on railway tracks, the administration said, adding that such regulations are to ensure the safety of pedestrians as well as train passengers.
The administration said it would pass all relevant evidence to the Railway Police Bureau.
The association could face a fine of between NT$1,500 and NT$7,500, the bureau said.
