The National Communications Commission (NCC) yesterday turned a controversial presentation of a sex toy on a home shopping network over to the Criminal Investigation Bureau and the Child Welfare Bureau on suspicion of committing indecency.
The presentation was aired on the Eastern Home and Leisure Co (EHS) network. The host displayed a flashlight-like sex toy molded in the shape of a vagina and tried to promote its sale using sexually explicit language.
Some Netizens recorded the presentation and posted it on their blogs.
Jason Ho (何吉森), director of the NCC’s Communication Contents Department, said the content of the presentation may have constituted criminal indecency.
“We want to ascertain first where the presentation was displayed. If it was aired over the Internet, then it would be regulated by the Internet Content Rating Regulations (網路分級處理辦法), which stipulate such material must be labeled as ‘restrictive content,’” Ho said.
The Criminal Investigation Bureau will also determine if it has violated the Criminal Code, he said.
To stop the spread of indecent materials, Ho said the NCC had notified all administrative authorities regulating online content to blacklist it immediately.
Ho said this was the first time he had seen pornographic content aired on a home shopping network.
The EHS said in a statement yesterday that the sex toy was sold only through its Web site and encrypted channels — and not through its TV home shopping channels.
“The content has clearly been labeled according to the online content rating system. Those under the age of 18 are banned from viewing those pages,” the EHS said, adding that it would file suit against those who posted the content without its consent.
