Hsiao took over the Speaker's office in 1994 and stayed in the position until he became a wanted man in 1997.

Hsiao is from a politically well-connected family which was once also called the Hsiao Family Clan (蕭家班).

The clan members used to be the KMT's biggest vote captains in the Chiayi area during elections. However, when the KMT government began to crack down on small-town gangsters in 1995, Hsiao Teng-piao became a priority target.

When his oldest brother, Hsiao Teng-wang (蕭登旺), became a Chiayi City councilor in 1985, it meant the beginning of the clan's involvement in politics. Hsiao Teng-wang took over the speaker's office in 1989. He died on May 8 last year.

The second-oldest brother, Hsiao Teng-shih (蕭登獅) became the chairman of the Chiayi City Farmers' Association in 1985, as well as his brother's vote captain, since he had good connections with local businessmen and politicians. He has occupied the chairman's office for 12 years.

Apart from the three brothers, Hsiao Teng-shih's wife, Tsai Kuei-szu (蔡貴絲), is also in politics. She is the current Chiayi City Council speaker. Hsiao Teng-wang's daughter, Hsiao Uan-u (蕭苑瑜), was a KMT lawmaker from 1999 to 2002.
