Indonesia's State Minister for Youth and Sports Affairs Adhyaksa Dault expressed concern over the poor showing after meeting national sportsmen in Doha on Wednesday.
"We will form a task force involving the National Sports Council, the State Ministry for Youth and Sports Affairs and sports associations to make a thorough evaluation of the Asian Games," Adhyaksa said.
Indonesia was one of 11 countries to participate at the first Asian Games in New Delhi in 1951, and is one of only 10 to have competed in all 15 Games.
It sent 131 athletes to Doha to compete in 20 sports.
