Ma said liberalizing investment in China was one of his major policies, and he would immediately implement it if elected.

Ma said he welcomed the government's recent attempts to change its policies and put more emphasis on public welfare, but it was too late to repair the damage done in the past seven years.

Ma also attacked Chen for acting like an "emperor" and ignoring the public's anguish.

"President Chen came from a poor family, but when people challenge him and complain about their lives, he acts like an emperor who ignores their anguish," Ma said during a campaign event in Taipei yesterday.
