The Chinese president was speaking at a meeting on Wednesday with delegates to the first congress of Communist Party members of the Chinese People's Armed Police (PAP).
Hu congratulated the paramilitary unit for the convocation of the congress and said it was a force that the Communist Party, the government and the people could trust, the People's Daily quoted him as saying.
The paramilitary typically responds to large-scale, violent protests.
China is witnessing an increasing number of incidents of unrest, many of which involve unfair land requisitions by officials who abuse their power.
In the past few weeks, there have been several clashes and protests.
