Penghu referendum a no show

While the referendum was seen as a possible deciding factor in a heated debate, the Ministry of the Interior, on the eve of the vote, called into question the legality of the poll, given the passage of the Referendum Law (公投法) in the Legislative Yuan, the provisions of which were not met by the county government's organization of the ballot.

The referendum went ahead, however, since President Chen Shui-bian (陳水扁) has yet to sign the Referendum Law, which will take effect three days after the signing.
