A man in Yilan County is to be paid NT$335,118 in compensation from the government after a 14cm-deep pothole caused him to crash his scooter and break his collarbone.

The 58-year-old man, surnamed Chen (陳), was riding his scooter along Dajhou Road in Sansing Township (三星) at around 6:00pm on Nov. 21 last year when he hit the pothole, causing him to lose control and fall off the scooter, Yilan County Councilor Chen Fu-shan (陳福山) said.
The county’s compensation review committee said it had determined that the county was at fault for failing to have the pothole properly filled, and the request for state compensation was approved.
“We’ve reviewed seven cases requesting state compensation this year, and this was the only one that met the conditions for approval,” committee secretary-general Tseng Cheng-yang (曾成陽) said.
Mr. Chen had initially requested NT$419,173 in compensation, citing medical expenses, nursing expenses, lost revenue and other expenses.
However, the county said that Mr. Chen should assume 20 percent responsibility for the accident for failure to observe road conditions, and awarded him damages of NT$335,118.

The Central Weather Administration (CWA) said a magnitude 4.9 earthquake that struck off the coast of eastern Taiwan yesterday was an independent event and part of a stress-adjustment process. The earthquake occurred at 4:47pm, with its epicenter at sea about 45.4km south of Yilan County Hall at a depth of 5.9km, the CWA said.
