An absconded Vietnamese has been arrested for posting pictures of himself allegedly abusing dogs and holding a gun on his Facebook page, the Taipei Police Department said yesterday.
The police said they were tipped off by an environmental protection group that a foreign worker abused, killed and ate cats and dogs, and allegedly posted pictures on the Internet showing him abusing and killing dogs.
Police traced the man, identified as 23-year-old Dang Van Ngoc, to Nantou County’s Puli Township (埔里) and arrested him on Sunday.
According to Dang, he used to work as a policeman in Vietnam, earning the equivalent of NT$10,000 per month, before he left to find better-paid employment overseas.
Dang came to Taiwan in 2012 and worked at a metal company in Taichung’s Daya District (大雅), but after deducting brokerage fees, he was left with a monthly salary of about NT$10,000, so he left the company in October last year to find other work, he said.
He said he mainly sought jobs through illegal brokerage firms in central Taiwan, and ended up earning about NT$20,000 per month.
Dang admitted to sending pictures to friends showing him killing dogs, the police said.
However, he told police that he did not kill the dogs in Taiwan and that the pictures depicting dog abuse were sent to him by his relatives in Vietnam.
He also said a pistol he was toting in pictures was a toy gun.
The police have turned Dang over to prosecutors to determine if he should be indicted for violating the Animal Protection Act (動物保護法) and the Immigration Act (入出國及移民法).

The Taipei District Court sentenced babysitters Liu Tsai-hsuan (劉彩萱) and Liu Jou-lin (劉若琳) to life and 18 years in prison respectively today for causing the death of a one-year-old boy in December 2023.
