Hsinchu prosecutors said a man who recently completed a prison term for raping his youngest daughter has been indicted on suspicion of raping his eldest daughter on the very day he returned home from prison.
Prosecutors said 50-year-old the man, surnamed Liu (劉), was sentenced to 10 years in prison and received three years of therapy during his jail term. Liu raped his six-year-old daughter in 2001.
Prosecutors said Liu completed his jail term and returned home on Aug. 31.
Prosecutors said Liu had brought alcohol and food home to celebrate his release. During the night, he is suspected of raping his 19-year-old older daughter at home despite his wife and the victim begging him to stop.
Prosecutors said Liu’s neighbors called the police after hearing Liu’s wife and the victim’s cries.
Police arrested Liu at his home and Hsinchu judges have ordered his detention.
According to media reports, Liu told investigators that because he had been in prison for 10 years, he felt the urge to have sexual intercourse and could not control himself.
Prosecutors said Liu has been charged with rape and prosecutors are seeking a heavy sentence for the act of recidivism.
Prosecutors had expressed fears that Liu could repeat the crime after being sent home. It is regretful that the Hsinchu District Prosecutors’ Office could not stop this from happening, they said.
Attorney Chen Liang-You (陳亮佑) said the three-year therapy program for sexual crime offenders is ineffective and could not prevent recidivism.
Vice Minister of Justice Chen Ming-tang (陳明堂) said Liu received three years of therapy in prison, in accordance with old regulations, but that since then the law has been changed to ensure sex crime offenders receive longer periods of treatment.
