Minister of National Defense Kao Hua-chu (高華柱) yesterday promised to step down if the military fails to improve its disciplinary record by next year.
Appearing before the legislature, Kao told Chinese Nationalist Party (KMT) Legislator Chiang Ling-chun (江玲君) the ministry has been conducting weekly and monthly reviews.
Citing statistics from the Control Yuan, Chiang said 118 out of 348 officials censured by the government watchdog in 2008 were military, while eight out of the 45 officials sanctioned last year were affiliated with the ministry.
Chiang asked Kao to propose measures to improve military discipline, and Kao promised to resign if the situation did not improve by next year.
KMT Legislator Chang Hsien-yao (張顯耀) suggested the military postpone the timetable to convert to an all-volunteer service by 2014 and Kao said he would consider it.
Chang voiced concern that converting the system in such a short period of time would greatly burden state coffers.

The Kaohsiung Tourism Bureau audited six hotels in an effort to prevent price gouging ahead of Korean band BTS’ concert tour in the city scheduled for Nov. 19, 21 and 22 this year. The Central Weather Administration (CWA) said a magnitude 4.9 earthquake that struck off the coast of eastern Taiwan yesterday was an independent event and part of a stress-adjustment process. The earthquake occurred at 4:47pm, with its epicenter at sea about 45.4km south of Yilan County Hall at a depth of 5.9km, the CWA said. The quake's intensity, which gauges the actual effects of a temblor, was highest in several townships in Yilan and neighboring Hualien County, where it measured 4 on Taiwan's seven-tier intensity scale, the CWA said.
