The National Communications Commission (NCC) ruled yesterday it will not penalize channels broadcasting a commercial for Kill Online (殺Online), featuring actress Yaoyao (瑤瑤), because the commercial did not focus on a woman’s body or breasts and is directly related to the product it intended to sell.
However, the commission decided to send a note to channels airing a commercial for Yuyen Online (預言Online), featuring another actress, Shushu (舒舒), asking it to improve the presentation.
In the commercial for Kill Online, Yaoyao is shown sitting on a horse-riding machine, causing her breasts to bounce. While riding on the machine, Yaoyao asks a man standing next to her not to leave, then shouts the grammatically incorrect catchphrase “Shahenda [殺很大]” meaning “massive killing” and transforms into a figure in the game.
The commercial for Yuyen Online, on the other hand, showed Shushu in a low-cut vest and operating a jackhammer, with close-up shots on her jiggling breasts as she drills. In the closing shot, she is surrounded by men staring at her breasts.
Channels have already stopped airing the two commercials.
Chien Hsu-cheng (簡旭徵), a specialist at the NCC’s communication content department, said that the commercial featuring Shushu showed close-up shots of specific body parts and objectified and belittled women. Channels should broadcast such commercials later at night, she said.
These two commercials were first reviewed by the NCC’s independent content review committee of media researchers and civic group representatives.
Meanwhile, channels broadcasting commercials for Fada Mahjong Online (發達麻將 Online) were also given an official note by the NCC.
Rulings from the independent committee said that while the commercials drew inspiration from mahjong terminology, such as mo (摸, to touch) or peng (碰, to bump), both words in Chinese also have sexual connotations when used in different contexts. These commercials should be aired later as well, it said.
The NCC commissioners also confirmed other rulings of the committee yesterday. China Television (中視) was fined NT$420,000 for showing inappropriate content during its variety show Variety Big Brother (綜藝大哥大), hosted by Chang Fei (張菲).
The show is broadcast during prime time on Saturday night. In one episode, a male stripper demonstrated his skills while playing with fire.
CTiTV and Much TV, on the other hand, were given official warnings for broadcasting the music video for This Person Fuck (法克這個人) by singer Hsiao Hung-jen (蕭閎仁). At one point in the lyrics, the chorus repeats the phrase “法克 [fa ke] u.”
“Some parents called and said their children may not understand what ‘fuck’ means, but the children kept singing the chorus to them,” Chien said, adding that other channels also broadcast the video but muted that part of the chorus.
Chien said receiving a note is different from receiving a warning. A note indicates that the channel has not violated any media law and is simply being asked to improve its operations. A warning, however, means that the channel has broken media regulations and may be penalized if the infraction occurs again.
