The Council of Labor Affairs (CLA) and the Animal Protection Association (APA) are planning to recruit more dog trainers to try to help reduce the number of stray dogs.

The CLA program will also try to make the concept more organized, he said.
"If we have more dog trainers, we will have more manpower to train our stray dogs before they are adopted. Besides, most people would prefer a well-trained puppy, wouldn't they?" Huang said.
Huang said that there are currently about 200,000 stray dogs on the streets of Taiwan. The adoption plan for strays is not popular since most people believe stray dogs cannot be trained.
"With enough manpower [dog trainers], we will be able to guarantee the `qualifications' of our dogs to their future owners," Huang said.
Huang said that with financial support from the CLA, the APA is planning to recruit five dog trainers who will complete training courses and then will be commissioned to recruit more.
"This is a win-win program. The CLA will offer a small amount of money, the APA will recruit five dog trainers and these five dog trainers will then recruit more. More stray dogs will be well taken care of and more job opportunities [for dog trainers] will be created at the same time," Huang said.
Meanwhile, Huang said that the APA's end goal is that the government would establish a mechanism to certify dog trainers so more people would devote themselves to the business.
"If there is certification for the job, I think more people will consider it a serious job and participate in the business. It will be a big plus for the scheme," Huang said.
