The General Test of English Language Proficiency (G-TELP) has not been included in the criteria for the promotion of civil servants, said an official of the Central Personnel Administration.
The official made the announcement to emphasize that the information posted on G-TELP Co's Web site -- the agency of that controls the tests -- concerning their inclusion in the administration's list of criteria for promotion was incorrect.
The official said that G-TELP Co had not applied to the administration for inclusion in the criteria, nor had the administration approved any applications submitted by organizations that perform language tests.
The administration said that it informed all language test organizations in 1996 that language tests following the Common European Framework of Reference for Languages: Learning, Teaching, Assessment, would be qualified as an examination of the English proficiency of civil servants, but governing authorities would have the final say on whether or not they were adopted, the official stated.
Furthermore, the official said, the University of California has accused the American Life Learning Co of introducing the G-TELP tests to Taiwan without its authorization, and that the certificates issued were therefore fraudulent.
The official said the administration has asked the Ministry of Education and the Ministry of Economic Affairs to deal with the issue of G-TELP Co's authorization in order to avoid future disputes.

A magnitude 5.7 earthquake struck off Taitung County at 1:09pm today, the Central Weather Administration (CWA) said. The hypocenter was 53km northeast of Taitung County Hall at a depth of 12.5km, CWA data showed. The intensity of the quake, which gauges the actual effect of a seismic event, measured 4 in Taitung County and Hualien County on Taiwan's seven-tier intensity scale, the data showed.
