Democratic Progressive Party Legislator Chiu Chuang-chin (邱創進) and Taipei City Councilor Chou Wei-yu (周威佑) yesterday accused Taipei Mayor Ma Ying-jeou (馬英九) of abusing his authority to issue a "partial" utility permit to a building compound which belongs to the Taipei Water Department. The building compound, which consists of a 14-story office building, a six-story water distribution station and parking facilities, was constructed under the same construction license, according to Chiu. Chiu said Ma only issued the utility permit for the building late last month, after the repair of the underground reservoir of the building was completed in early May. No safety inspection of the reservoir was made before Ma issued the permit, he added at a press conference. Chiu further charged Ma with neglect of Taipei citizens' livelihood because he did not approve the permit of the other part of the compound, which will serve as a water distribution site of the water department.

The Ministry of Foreign Affairs made the remarks as Pope Francis began a 12-day tour of the Asia-Pacific on Monday. He is to travel about 33,000km by air to visit Indonesia, Papua New Guinea, East Timor and Singapore, and would arrive back in Rome on Friday next week.
