Presidential Office Deputy Secretary-General Liu Shih-fang (劉世芳) said that they hoped Hanoi would extend Chang courtesy on a par to that extended to other leaders of member economies at the summit.
Liu made the announcement after Chen received Hoang Van Dung, Vietnamese President Nguyen Minh Triet's ambassador, at the Presidential Office yesterday afternoon. Hoang serves as the chairman of APEC's Business Advisory Council.
Liu said the president told the Vietnamese envoy that he would like to go himself, but he understood the difficulties of the host country due to pressure from Beijing.
The president told Hoang, APEC Business Advisory Council (ABAC) chairman, that as a formal member of APEC, Taiwan should enjoy the same rights and obligations as other members and that he would like to attend very much, according to Liu.
Liu said that the president was positive about Chang's achievements in the high-tech sector and especially his research and development in the semiconductor sector.
Liu read a written statement issued by Chang, saying that it was both an honor and a responsibility for him to represent the president. Chang said that he would attend the summit as an entrepreneur and not as a politician because he does not have any political affiliation.
Chang's participation in the APEC summit will be accepted by Taiwan as well as by other Asian countries, she added.
Hoang delivered the invitation to the president on behalf of the Vietnamese President Nguyen Minh Triet yesterday.
Hoang expressed his appreciation for Taiwan's support for Vietnam's bid for WTO and APEC membership.
