Ministry of Foreign Affairs officials said on Tuesday that the government hopes to hold a preparatory meeting with Japan if formal talks between the two are impossible in the near future because of their huge differences.
A planned 16th round of Taiwan-Japan fishery talks, originally scheduled to be held last month, was postponed due to large differences between the two sides on issues such as overlapping territorial waters and the Diaoyutais.
Meanwhile, Lee said, the Ministry of the Interior has drawn a provisional demarcation line or jurisdiction line along the center line of the two countries' overlapping economic zones since 2003 in order to avoid further disputes.
Taiwanese fishing boats are not impounded by Japanese patrol ships if they operate only to the west of the demarcation line, he said.
Taiwan and Japan have been embroiled in a long-running dispute over their overlapping economic zones, with many Taiwanese fishing boats being chased away or detained while operating in waters outside the temporary demarcation line.
Lee said the Fisheries Administration has allocated a budget to subsidize the installation of advanced navigation systems on 230 fishing boats to let them know if they have crossed to an area east of the demarcation line when operating in the disputed areas.
A magnitude 6.4 earthquake struck off the coast of Hualien County in eastern Taiwan at 7pm yesterday, the Central Weather Administration (CWA) said. The epicenter of the temblor was at sea, about 69.9km south of Hualien County Hall, at a depth of 30.9km, it said. There were no immediate reports of damage resulting from the quake. Taiwan is to extend its visa-waiver program for Philippine passport holders for another year, starting on Aug. 1, Minister of Foreign Affairs Lin Chia-lung (林佳龍) said on Friday.
