The first public hearing on redistricting electoral constituencies for the next legislative elections is scheduled to be held at the Central Election Commission tomorrow, a commission official said yesterday. Experts, academics, representatives from political parties and their legislative caucuses will attend the hearing to discuss draft redistricting plans submitted by the election commissions of Taichung, Changhua, Nantou and Yunlin counties and Taichung City, the official said. A second hearing will be held on Friday on the plans for Tainan and Kaohsiung and Chiayi, Pingtung, Tainan and Kaohsiung counties, while a third one for Taipei city and county, Taoyuan County and Miaoli County will take place April 7, the official said. According to a constitutional reform package passed last June, the total number of seats in the legislature will be halved from 225 to 113 starting from the seventh legislature. The electoral system will also be changed to a "single seat, two votes" format -- that is, one vote for candidates and one for a party. Constituencies will be redistricted in proportion to population, the official said.
Taiwan yesterday condemned the recent increase in Chinese coast guard-escorted fishing vessels operating illegally in waters around the Pratas Islands (Dongsha Islands, 東沙群島) in the South China Sea. Unusually large groupings of Chinese fishing vessels began to appear around the islands on Feb. 15, when at least six motherships and 29 smaller boats were sighted, the Coast Guard Administration (CGA) said in a news release. The Shanlan Express (山嵐號), or “Mountain Mist Express,” is scheduled to launch on April 19 as part of the centennial celebration of the inauguration of the Taitung Line.
