Repeat offenders accounted for 59.4 percent of all prisoners jailed last year, a crime-prevention expert at National Chung Cheng University said. The nation's criminal judicial system has focused more on investigation and prosecution than on the correctional system, which holds the key to crime prevention, professor Yang Shih-lung (楊士隆) said at a crime-fighting seminar sponsored by the university earlier this week he said. He cited Ministry of Justice statistics to show that more than half of new prisoners are repeat offenders. Taking last year as an example, he said that of 33,193 new prisoners, 19,712 were repeat offenders, with the rate of recidivism amounting to nearly 60 percent, far higher than 56 percent in 2004 and 49.7 percent in 2003, he said.
