Lu made the remarks at a press conference about her recent visit to the nation's diplomatic allies in Central America.
Lu said her recently-concluded 12-day visit to Guatemala and El Salvador was a success.
"In addition to helping consolidate relations with two of Taiwan's diplomatic allies in Central America, it also laid the groundwork for local entrepreneurs to launch new investment projects in the region," Lu said.
Lu said the timing of her overseas trip, which coincided with China's enactment of an `Anti-Secession' Law, gave her a chance to express Taiwan's stance in this regard and its opposition to the law.
Lu said the presidents and legislators of Guatemala and El Salvador voiced their opposition to Beijing's "Anti-Secession" Law and extended their staunch support for Taiwan's cause.
At the press conference, the vice president added that Taiwan would change the emphasis of its foreign aid policy from donating money to emphasizing technical and agricultural assistance.
"[Central American] ministers know we will not give unnecessary financial aid again, but we will take Taiwan's development experience to them," Lu said.
According to Lu, Guatemalan President Oscar Berger will visit Taiwan in August to attend the inaugural ceremony of the Pacific Democratic Union as well as finalize a free trade agreement with Taiwan.
The vice president didn't provide details about the agreement.
