Prosecutors are investigating claims that Huang and Wong received NT$10 million (US$294,000) from the Yiching Construction Company to arrange for the company to be selected in the tender process. The company was to have taken charge of construction in the Heshuenliao (何順寮) agricultural quarter.
Tainan District Prosecutor Chen Chi-ming (陳鋕銘) searched Huang's office and home yesterday morning for evidence before detaining the two suspects back for further questioning.
Huang's secretary Yo Tai-sheng (尤泰盛) was also detained.
Chen's office said that, as construction committee members, Huang and Wong were responsible for reducing the budget of the Heshuenliao construction from NT$240 million to NT$190 million and that they had orchestrated regulation limitations on materials and other details to the advantage of Yiching Construction.

A new tropical storm formed late yesterday near Guam and is to approach closest to Taiwan on Thursday, the Central Weather Administration (CWA) said. Tropical Storm Pulasan became the 14th named storm of the year at 9:25pm yesterday, the agency said. As of 8am today, it was near Guam traveling northwest at 21kph, it said.
