Lo said withholding the score range was an established policy of the ministry and was aimed at enabling students to choose the senior high schools near their neighborhoods rather than well-known senior high schools far from their homes.
Keeping the score range secret is also part of the ministry's efforts to relieve pressure on students and to normalize teaching and learning in junior high schools.
But the bureau argued that the score range can help students and parents make proper decisions on selecting high schools and insisted on making public the score range.

"The Taipei City Government has been intentionally challenging the central government's policies and is attempting to create two systems in the nation," Lo said in legislature yesterday.
"Ma Ying-jeou is so anti-reform. This time he has even allowed his director of the Bureau of Education to defy the ministry's policy," he said.
Bureau Director Wu Ching-chi (吳清基) said yesterday the bureau will announced the score range as early as this afternoon.
Starlux Airlines, Taiwan’s newest international carrier, has announced it would apply to join the Oneworld global airline alliance before the end of next year. A new tropical storm formed late yesterday near Guam and is to approach closest to Taiwan on Thursday, the Central Weather Administration (CWA) said. Tropical Storm Pulasan became the 14th named storm of the year at 9:25pm yesterday, the agency said. As of 8am today, it was near Guam traveling northwest at 21kph, it said.
