He called on Taiwanese society as a whole to help preserve and promote Hakka culture.
Lien said that the cultures and languages of different races were the treasures of Taiwanese society, and the preservation and promotion of the declining Hakka culture was the whole nation's responsibility.
"To preserve the Hakka language is a challenge faced by us all. The government has the responsibility to preserve Hakka culture," Lien said.
He stressed that all races should live and prosper together and offered a few recommendations to help uphold Hakka culture.
"We will provide the space for Hakka culture to develop and make laws to protect its development. We will also establish more Hakka classes in schools and set up Hakka culture and language areas," Lien said.
His statement could be seen as part of his Hakka white paper aimed at having an impact on both the presidential election campaign and the election next year.
He also listed various Hakka merits during the speech and asked Taiwanese society to emulate the Hakka's hard-working spirit to deal with the various challenges facing the nation, and also criticized the DPP administration.
"We should strive hard to strengthen our economy and build Taiwan. This should match the need of the era and the people and should be done wholeheartedly. One cannot work on the economy on one hand and on politics on the other but just perform lip service. We should copy the Hakka's practical ways of dealing with issues," Lien said.
"Because of Taiwan's democracy and localization efforts, Taiwanese people should display a positive attitude and the necessary respect toward Hakka culture. We should attempt to make Taiwan the world center of Hakka culture."
