The Control Yuan yesterday proposed corrective measures to the Ministry of the Interior, National Police Administration (NPA) and Ministry of Transportation and Communications for the misuse of police cars.
The interior ministry and NPA violated the taxation exemption rule by authorizing cars bought in the name of official use for personal use of senior officers, said Control Yuan Member Chao Ron-yaw (
The Control Yuan investigation report faulted the NPA and its 49 auxiliaries nationwide for making exception to a rule that states that cars in service of the police should be granted a tax exemption.
The report found that the police administration had claimed tax exemptions for cars used for other purposes.
The report also concluded that the NPA must take full responsibility for assigning a car to the Secretary to the President Ma Yong-cheng (
"The NPA was responsible for lending an inappropriate car to Ma since the car was bought and allocated to the Police Bureau of Taipei County Government for official use," Chao said.
According to Chao, the car was among eight official cars requested by the Taipei County Police Bureau in June 1999.
"The NPA had first violated the rule to borrow the service car from the county police bureau for non-official purpose," Chao said.
"It made another mistake to allocate the car to the secretary to the president," he said.
He added that the NPA failed to make a written acknowledgement about the transfer. The lack of a receipt conflicted with the regulations of property transferring among government agencies, the Control Yuan member said.
The police administration must not escape from its responsibility over the mishandling even though the secretary to the president had returned the car to the NPA, Chao concluded.
