A DPP official yesterday said his party will present a request to convene a provisional legislative session to expedite reviews for major bills related to financial reform and economic revitalization.
Legislative caucus leader Ker Chien-ming (柯建銘) said the DPP will contact other legislative caucuses tomorrow seeking a consensus to convene a provisional session dealing with a review of six important bills.
Ker said that speeding up the passage of the six bills will help the government fulfill the goal of bolstering the ailing economy and restructuring the financial system.
The six bills include draft amendments to the statute regarding the establishment and management of the financial reconstruction fund which proposes increasing the NT$1.05 trillion resolution trust corporation fund put in place to buy up the nation's non-performing loans.
The review for a draft agricultural finance law detailing the establishment of an agricultural finance framework founded on agricultural banks and the credit departments of farmers' and fishermen's associations is hoped to be expedited in addition to a review for a draft organic law for the Executive Yuan's financial monitoring and management committee.
The other priorities are a proposed statute governing the establishment and management of free ports; revisions to the Statute Governing the Relations Between the People of the Taiwan Area and the Mainland Area; and a proposed statute regarding real-estate security that would benefit the country's real-estate industry and investors.
Premier Yu Shyi-kun pledged his willingness to report to the legislature on the important drafts if the provisional meeting takes place.
However, Legislative Speaker Wang Jin-pyng (王金平) was cool to the proposal.
Wang said the provisional session could only be meaningful if lawmakers had already reached a consensus on the bills.
The lawmaker was pessimistic over the passage of such bills as the agricultural finance law and amendments to the cross-strait statute because of a great deal of discord between the parties.
KMT caucus whip Tseng Yung-chuan (曾永權) said that a request to convene a provisional session should be made in all seriousness and that the DPP should be more cautious in making the request because the former KMT government only called for two provisional meetings during its 50-year tenure.
PFP Legislative Vice Convener Chiu Yi (邱毅) doubted that the DPP made the proposal to gain ground in the presidential election campaign.
However, the TSU gave its endorsement to the provisional session on condition that it would be called only for expediting the legislation of important bills.
TSU legislative leader Cheng Cheng-lung (程振隆) said his party would support the proposal to speed up the legislative review since legislative efficiency has been affected by the spread of SARS.

Ferry operators are planning to provide a total of 1,429 journeys between Taiwan proper and its offshore islands to meet increased travel demand during the upcoming Lunar New Year holiday, the Maritime and Port Bureau said yesterday. Minister of Justice Cheng Ming-chien (鄭銘謙) yesterday authorized the execution of convicted murderer Huang Lin-kai (黃麟凱), the first death row prisoner to be put to death since President William Lai (賴清德) took office.
