Former Rio de Janeiro state governor Sergio Cabral on Thursday said in court testimony that he paid US$2 million to buy votes to ensure the sprawling Brazilian seaside city would be chosen to host the 2016 Olympic Games.
Cabral told a judge the money went to Lamine Diack, the former president of the International Association of Athletics Federations (IAAF), and was used to buy as many as nine votes.
It was not immediately possible to reach Diack or his legal team on Thursday night.
The head of the Brazilian Olympic Committee and the main organizer of the bid, Arthur Nuzman, introduced a representative of Rio 2016 to Diack and asked him to make the payments ahead of the 2009 vote that saw Rio win out over Madrid, Chicago and Tokyo, Cabral told a federal judge.
“Nuzman came to me and said: ‘Sergio, I want tell you about the president of the International Athletics Federation, IAAF, Lamine Diack, he’s someone who is open to taking bribes,’” Cabral said.
Prosecutors in October 2017 charged Nuzman with paying US$2 million in bribes to secure Rio as the 2016 Olympics host city. That trial is ongoing.
He has said he is innocent and his lawyers repeated that on Thursday.
Diack was also charged by Brazilian prosecutors. He said at the time he was innocent.
Last month, Diack was also indicted in a French court on charges that he and his son, Papa Massata, were involved in a series of illicit practices over a number of years, including bribe-taking and money-laundering, with the involvement of international athletes and their federations.
Cabral told Judge Marcelo Bretas that Nuzman assured him the scheme would work, because Diack had a history of such practices.
“I said: ‘Nuzman, what are our guarantees here?’ And he said: ‘Traditionally he sells four, five, six votes. There is a risk that we don’t get through to the second round [of voting],’” he said.
Cabral said that Diack guaranteed up to six votes for US$1.5 million and then came back and offered more if he was paid an extra US$500,000.
Cabral said he authorized the payment.
The former governor, who has been sentenced to almost 200 years in jail for his part in a series of corruption scandals, named several top athletes in his testimony.
Cabral also said that Brazil’s imprisoned former president Luiz Inacio Lula da Silva and the former mayor of the city, Eduardo Paes, did not participate in the scheme, but were informed about it after the fact.
Cabral made the revelations at a hearing requested by his new defense team. The strategy of revealing admissions was made as part of his plea bargain in hopes it might lead to a reduction in the sentences facing him and his wife, Adriana Ancelmo, who was also jailed for corruption.
Manchester United on Tuesday confirmed Michael Carrick as interim manager until the end of the season, tasking him with leading the Red Devils back into the UEFA Champions League. “Having the responsibility to lead Manchester United is an honor,” said Carrick, 44, who won 12 major trophies in his 12-year playing career at United. The former midfielder previously had an unbeaten three-game stint as caretaker boss at Old Trafford in 2021. Carrick then took on his first permanent managerial role at second-tier Middlesbrough in October 2022 and was sacked in June last year after the club finished 10th in the
Dallas Mavericks rookie Cooper Flagg on Wednesday was ruled out for the second half of their 118-109 loss to the Denver Nuggets after the No. 1 pick sprained his left ankle in the first half. Flagg was called for a foul while defending against Peyton Watson and turned the ankle as he fell to the floor with 6 minutes, 1 second left in the second quarter. Flagg limped to the bench and continued to the locker room, but returned for the final 2 minutes, 35 seconds before the break. The 19-year-old did not come out for the second half before the announcement that
Yassine Bounou on Wednesday saved two penalties, while Youssef en-Nesyri netted the decisive spot-kick as hosts Morocco secured a 4-2 shoot-out victory over Nigeria following a 0-0 draw in a tense Africa Cup of Nations semi-final in Rabat. Morocco, seeking their first continental title in 50 years, are to face 2021 winners Senegal in Sunday’s decider in Rabat, while Nigeria take on Egypt in the third-place playoff tomorrow. The 120 minutes before the shoot-out had few clear-cut chances for either side, but it was Morocco who created more opportunities, although they were denied by some fine saves from Nigeria goalkeeper Stanley Nwabali. James Harden on Friday scored 31 points and came up big in overtime to help the Los Angeles Clippers erase a double-digit deficit on the way to a 121-117 NBA victory over the Toronto Raptors. Harden scored 16 points in the fourth quarter and overtime as the Clippers pushed their wining steak to five games despite the absence of star Kawhi Leonard with a sprained right ankle. The Clippers trailed by 11 entering the fourth quarter, but Harden drilled a pair of free-throws with 1:24 left in regulation to tie it and after misses from both teams, they went to
