The force held a press conference in the afternoon, saying that it would "investigate everything carefully and impartially."
According to the Taipei Municipal Police Department's Rapid Transit Police Corps, at approximately 8am a passenger at the Shan Tao Temple MRT Station (善導寺站) found Chen lying unconscious on a toilet. Rat poison and three letters addressed to Chen's wife, the media, and New Party legislator Hsieh Chi-ta (謝啟大) were also found at the scene, the police said.
In the letter to the legislator, Chen, who served in the logistics department of the force, accused the head of the department, General Liu Ke-lin (
Chen wrote that he was in charge of drawing up specifications for goods purchased by the force. He said that when a consignment of bags was ordered in 2000, the merchandise delivered by the manufacturer failed to meet specifications, and General Liu and other officials lobbied him and asked him to alter the specifications in order to favor the manufacturer. Chen said that Liu deliberately started to find fault with him in retaliation for refusing Liu's request, including ordering that he be disciplined and demoted for having "one shoelace untied."
Chen said he had complained about the matter through the appropriate channels within the military, only to get a reply asking him to "stop making trouble."

Tu said that Chen had complained that after both the Control Yuan and prosecutors began to investigate the scandal, the force identified him as the source of the leak and therefore continued to make life difficult for him.
Chen, in the letter to Hsieh, said that he was being intimidated to such an extent that he had no choice but to reveal the facts through his death. Responding to the incident, the accused General Liu said the force is investigating the incident carefully and impartially, and that it would be inappropriate at this stage to comment any further on the investigation.
