Chen delivered a report to members of the legislature yesterday, his first report since the "special state-to-state" stance was issued on July 9.

Over the next year and up until a new president is elected in the United States it will be difficult for Taiwan to see any further progress in relations with the US, Chen said.
At the same time, Chen said, he did not believe that the US would take any action that might affect security in the region.
Currently, the US is doing what it can to de-politicize security issues and maintain peace and stability in the region, Chen said.
This included not blocking arms sales to Taiwan.
"The US won't use any measures on arms sales that would create cross-strait instability," he said.
Shortly after Taiwan made its stance clear, declaring relations with China were "state-to-state" relations, the US cancelled a trip by US defense experts to Taiwan.
One source close to the Ministry of National Defense recently said that while that trip was initially called off, it took place shortly afterward.
"Relations have continued nearly uninterrupted since then," the source said.
