As a warm-up to the 2018 Taichung World Flora Expo, this year’s International Flower Carpet Festival has been moved to the Huatien Lulang eco-park in Taichung’s Houli District. The festival will occupy an area of approximately five hectares and will include a variety of flower landscape designs in addition to an agricultural product display area. However, organizers have not included a food area in their plans which has led city councilors Weng Mei-chun and Tsai Cheng-kuei to question whether, without one, the event will be able to attract the crowds.
The two city councillors say a food area is absolutely essential and that when planning any public event, it is important to consider not just how to attract visitors, but also how to get them to linger. These two conditions, added Weng and Tsai, can only be met if, in addition to things to see and do, food is also available; only then will visitors wish to stay on. Weng further stated that since the connecting roads around the park are narrow, a high volume of people and traffic coming to see the expo will inevitably cause traffic jams. Therefore, organizers should pay attention when making plans for the flow of traffic.
Taichung Mayor Lin Chia-lung responded that since the location of the festival is an eco-park, a food area was not designed in so as to avoid pollution from cooking stalls and the piling up of rubbish. Lin further added that he will ask Taichung Deputy Mayor Chang Kuang-yao to convene an inter-departmental meeting to further investigate whether a food area should be included, in addition to reviewing management measures, to ensure that the event lives up to its green ideals.

為二○一八台中世界花卉博覽會暖身,今年「國際花毯節」移至台中市后里區環保公園「花田綠廊」舉行。花毯節場地占地約五公頃,內部設有多座花卉造景以及農業產品區等,但未規劃美食區,市議員翁美春、蔡成圭質疑現場沒設美食區,可能無法吸引人潮。
議員翁美春、蔡成圭表示美食區是不可或缺的,舉辦任何活動要兼顧「誘人」跟「留人」兩條件,內容不只要有「玩」、有「看」還要有「吃」,才能留住遊客的腳步。翁美春並提及,花田綠廊的聯外道路狹窄,人車湧進,勢必造成塞車,應注意交通流量規劃。
市長林佳龍表示,花毯節活動地點在環保公園,不設美食區,是為避免烹煮油煙和垃圾堆積,將再請副市長張光瑤召集各局處,進一步研議是否設美食區,以及管理措施,以達到環保理念。(自由時報記者黃鐘山)
