In September last year, a 50-year-old landlord surnamed Lan rented out a combined first floor and basement property located in Keelung’s Nuannuan District to the Hsieh family, which has six members.
After Lan rented out the house, due to an issue with repair work to the old building, Lan and the Hsieh family repeatedly locked horns until the Hsieh family simply stopped paying the rent. This angered Lan, who issued the family with a final notice to vacate the property.
Because the rental agreement had not yet expired, the Hsieh family paid no attention to the notice. Lan, unhappy that the Hsieh family would not move out, was left furious when the family stayed on for more than four months, especially since Lan had only received a two-month deposit from the family. Last month, it is alleged that Lan went to the property and installed padlocks onto the first floor and basement entrance doors, causing the whole Hsieh family to be locked inside the building.

Keelung District Prosecutors’ Office, having determined that Lan was guilty of infringing personal liberty, has brought a prosecution against the landlord.
