At a construction site on Syuefu Road in New Taipei City’s Tamsui District, following excavation work for the building’s foundations, construction work did not proceed, and the building permit subsequently expired. With the site not yet restored to its original state, it has surprisingly turned into a huge fish pond. Given that the building was planned to have a three-tier basement and 17 above-ground stories, the accumulated water must be at least three stories deep. In view of the recent spread of dengue fever, New Taipei City Councilor Cheng Yu-en is concerned about the implications for public health. Cheng points out that there are signs of African carp in the pool of water, and she has criticized the responsible departments of the city government as being “completely ridiculous.”
Cheng says that, according to her understanding, the Department of Environmental Protection’s sanitation team, which is responsible for applying chemicals to sterilize the construction site, discovered signs of African carp in the pond. Cheng says the situation is already extremely serious, with the building’s foundations having turned into a large pool of water, and she is criticizing the department for overlooking public health and the safety of city residents. If the African carp have been put there deliberately for the purpose of artificial cultivation, then that really is excessive behavior, says Cheng. Cheng is calling on the relevant departments of the city government to promptly deal with this issue.
The Department of Environmental Protection says it is uncertain whether the African carp in the pool of water were put there for artificial cultivation, whether they swam in accidentally or whether someone released them into the wild.

淡水區學府路上的工地,在基地開挖後遲未施工,建照逾期,現場原貌未恢復,竟然成為大水池;若以原預定蓋地下三層、地上十七層建物推算,積水至少有三層樓高度深。近期登革熱疫情蔓延,新北市議員鄭宇恩擔憂公共衛生問題,同時指出該處大水池竟然有吳郭魚的蹤跡,批評市府相關單位「實在太扯了」。
鄭宇恩表示,據其向環保局了解, 負責前往工地現場投藥消毒的清潔隊竟然在大水池中發現吳郭魚的蹤跡。鄭宇恩批評,基地現場成為大水池已經是很糟糕的情況,罔顧市民健康和公共衛生,如果裡面的吳郭魚是人為蓄意養殖,真的是非常過分。鄭宇恩要求市府相關單位盡速處理這個案子。
環保局指出,大水池中的吳郭魚尚不確定是人為養殖還是意外游入或是有人放生。
