To reduce the occurrence of domestic violence, the Taichung City Center for Domestic Violence and Sexual Assault on Jun 28 organized a thousand-strong pedge event “Love: zero violence.” Thousands of people responded by pledging “zero-tolerance to violence,” and the center arranged for a newly-engaged couple to take part. Taichung City Secretary General Huang Ching-mao took on the role of domestic violence prevention witness and participants unanimously vowed “I will not be silent and will not be an accomplice to violence” and “I understand violence is a series of mistakes.”
Department of Social Welfare Secretary Lu Chien-te said that according to statistics from Taichung City’s Center for Domestic Violence and Sexual Assault, last year Taichung City had approximately 21,000 reported cases of domestic violence. Approximately 50 percent of cases involved violence in intimate relationships and 25 percent involved child abuse. Although the numbers are quite high, it also shows that the public has already established the notion that domestic violence should not be tolerated and are prepared to seek external help. Aside from assisting people that have been hurt, the center also wants to provide job-seeking and psychological counseling for offenders.
Lu said that it is worth noting that when domestic violence is calculated as a proportion of the population, the proportion of Aboriginals and physically disabled people who have suffered abuse is higher than others. These groups are more easily marginalized, Lu said. The Department of Social Welfare has already arranged for professional social service groups to enter tribal communities, said Lu. Many aboriginals believe domestic violence is a domestic matter, yet social service organizations will provide them with the concept that once domestic violence occurs, the government will get involved to solve the issue and that it is not a domestic affair. “People should learn to use love to solve their issues,” said Lu.

為減少家暴的發生,台中市家庭暴力及性侵害防治中心於六月二十八日舉行千人立誓「愛‧零暴力」活動。上千人共同響應「暴力零容忍」;還安排一對準新人參加,由市府秘書長黃景茂擔任「防暴見證人」,眾人共同宣誓「我不沉默,不做暴力的共犯」、「我了解暴力是一連串錯誤」。
呂建德表示,根據台中市家防中心統計,台中市去年約有兩萬一千多件家暴通報案,其中親密關係暴力約五成、兒虐為二成五;雖然數字相當高,卻顯示民眾已逐步建立家暴不再隱忍、願意對外求助的概念。家防中心除了要協助被害人,也要輔導加害人,在就業及心理上進行協助。
社會局長呂建德指出,值得注意的是,家暴案中,以人口比例來計算,原住民及身障者受暴的比例較一般人為高,這些族群容易被邊緣化,社會局目前已安排專業的服務團體進入部落;很多原住民都認為家暴是家務事,而服務團體將給予正確的觀念,一旦發生家暴,政府會介入解決,並非是家務事,應慢慢學習以「愛」來解決事情。
