The Wansing Bridge in Yunlin County’s Shuilin Township has been closed and left in disrepair since it was damaged by a flood over a year ago. Villagers are complaining that both vehicles and people are inconvenienced and must make detours. Meanwhile, the Shuilin Township and the Yunlin County governments are passing the buck, each saying that the other party is in charge, while the money needed for the repairs are nowhere to be seen.
The Shuilin Township Government says that the county government has provided more than NT$900,000 to subsidize planning and design, which has already been subcontracted. However, the total project cost will be in excess of NT$22 million, which is more than the township says it can afford. Since the Wansing bridge crosses a regional water channel, the township government says the county government is the regulatory authority and should find ways of financing the cost.
The county government says that Wansing Bridge crosses an agricultural waterway which is not managed or maintained by the county government, and that the township government is in charge. It also says that in the past, charity organizations have expressed a willingness to help build a bridge, and that it hopes the township government will be able to initiate the project.

水林鄉公所表示,縣府已補助鄉公所新橋九十餘萬規劃、設計費,現已發包,但總工程費高達二千二百餘萬元,非鄉公所財力可負擔,因萬興橋橫跨區域排水,所以費用需由主管機關縣府設法。
縣府則指出,萬興橋是農水路,不是縣府管理、維修道路,主管機關當然是鄉公所,之前已有慈善團體表達協助建橋意願,希望鄉公所可以積極推動。
