In the wake of the street battles which rocked the WTO ministerial meetings in Seattle in December 1999, the world body is having the hardest time trying to find a host for the next meeting.
The sole applicant for the parley set for the end of this year so far is the oil emirate Qatar. The gulf monarchy counts only 400,000 people, and a common nasty remark about the capital Doha is that it is a "single road in the middle of the desert."
When Qatar first submitted its application last year to host the WTO meetings, it initially appeared that it could not provide enough beds for the some 5,000 conference participants. This prompted some European diplomats to joke that "then we'll do like the bedouins and simply pitch a few tents."
But the Gulf state has in the meantime improved its capacity and now is guaranteeing the necessary standard accommodations, whereby in some cases delegates would be housed aboard luxury cruise ships.
Among the opposing candidates to the Arab state's candidacy, Geneva -- which is where the WTO has its headquarters -- has been mentioned as the venue for the conference.
But WTO sources say that the city is anything but keen about hosting the meeting in view of the fact that it is regularly descended on by protesting farmers' organizations, trade union movements and other anti-WTO forces.
"What happened in Seattle in 1999 is acting like a deterrent," one WTO staff member said.

The Central Weather Administration (CWA) yesterday said it is expected to issue a sea warning for Typhoon Fung-wong this afternoon and a land warning tomorrow. As of 1pm, the storm was about 1,070km southeast of Oluanpi (鵝鑾鼻), Taiwan’s southernmost point, and was moving west-northwest at 28 to 32kph, according to CWA data.
