    Government procurement opened to foreign bidders

    Government procurement contracts will be opened to more than 30 countries after Taiwan joins the WTO, the Ministry of Economic Affairs said yesterday.

    The Presidential Office and the Executive Yuan will be two of the 32 government organizations allowing foreign bidders for procurement contracts.

    Another 67 state-run agencies, state-owned enterprises and national universities are also included in the proposals, the ministry said.

    Government procurement contracts include construction and installation projects, products and the provision of services.

    The 99 state-run bodies, which also include Taipei and Kaohsiung, will be required to submit their procurement lists, which include the purchase items and their floor prices, to allow bidders from the roughly 30 WTO member countries that have signed a multilateral government procurement agreement.

    The agreement is non-binding and member nations are not required to observe the regulations stipulated in the agreement.

    Taiwan, however, made concessions on government procurement to major WTO members to help the nation's entry bid.
