The Japan Bank for International Cooperation (JBIC) aims to support the overseas activities of Japanese banks to ensure continued lending to Japanese companies operating abroad, a news report said yesterday. "Many businesses are complaining that they are unable to obtain necessary loans from domestic banks, whose credit standings have declined," the Nihon Keizai Shimbun said. The government-affiliated JBIC intends to back written guarantees by Japanese financial institutions promising the client of its corporate borrower partial compensation should the borrower renege on a business contract for a long-running deal, the financial daily said. Some foreign customers of Japanese companies have refused to accept such guarantees by Japanese banks because they doubt the ability of Japanese financial institutions to back their promises, the paper said.

The government is aiming to recruit 1,096 foreign English teachers and teaching assistants this year, the Ministry of Education said yesterday. The foreign teachers would work closely with elementary and junior-high instructors to create and teach courses, ministry official Tsai Yi-ching (蔡宜靜) said. Together, they would create an immersive language environment, helping to motivate students while enhancing the skills of local teachers, she said.
