The International Chamber of Commerce opened its World Congress yesterday with a theme of encouraging global business through trade, technology and cooperation with governments. Labor groups, meanwhile, plan an afternoon rally and a discussion of how corporations can improve working conditions. Organizers say about 1,000 people are likely to participate in the rally. Although World Congress organizers expect the protests to be peaceful, police officers have been scheduled to work 12-hour shifts during the conference. The meeting is drawing about 600 participants from 63 countries. They also will include representatives from the WTO, UN and the Bank of China. "We're not anti-business, we're not anti-ICC," said Ellen Golombek, president of the Colorado AFL-CIO. "It's about making sure workers around the world have living wages, decent working conditions and a safe place to work."
