The proposal received overwhelming support from ICANN officials and other groups within the organization as a way to ensure the operators would feel they have a voice.
"We have had a great deal of difficulty in getting members to contribute to an organization they don't think is working for them," Lynn told some 600 delegates from more than 100 countries.
Although most of its 19 board members come from other countries, ICANN still reports ultimately to the US Commerce Department. The US government is loosening its grip but is reluctant to let go completely until the payment matters are fully resolved.
