A former top Singapore civil servant was found guilty on Friday of corruption for receiving oral sex from a female executive of a defense supplier in return for business favors.
A district court judge rejected arguments by Peter Lim, former head of the Singapore Civil Defense Force, that there was no corruption involved because he and the woman were in an intimate relationship.
“I am satisfied that there was a corrupt element and guilty knowledge on the accused’s part in relation to the oral sex which he obtained on May 2, 2010, from one Pang Chor Mui,” Judge Hamidah Ibrahim said.
“Accordingly, I found that the prosecution has proven its case against the accused beyond a reasonable doubt and I find him guilty and convict him on the charge,” she added.
The judge said she agreed with the prosecution that the friendship between Lim, who is facing nine other charges of a similar nature, and the woman “was very superficial.”
“It would be an exaggeration to say that they were close friends, let alone intimate friends,” the judge added.
The court had heard that Lim demanded and received oral sex from the 49-year-old general manager of Nimrod Engineering, which had business dealings with the defense force.
Months after the sexual encounter Lim tipped off the woman about the defense force’s need for equipment used to detect radiation, and Nimrod participated in the tender.
Lim, 53, dressed in a gray suit and dark blue tie, sat in a corner of the dock and bowed his head several times as the judge delivered her verdict.
Asked if he would appeal, defense lawyer Hamidul Haq said he would first study the grounds for the verdict.
The court will convene again on June 7 for the prosecution’s submission for sentencing and mitigation pleas by the defense lawyer.
It will be determined during that hearing whether Lim will face trial for nine other corruption charges also involving sex for favors linked to two other women.
