The Republican-controlled House of Representatives voted on Friday to bar the US environmental agency from issuing regulations designed to fight global warming.
The vote was on -amendments to a huge spending bill.
Republicans, who took control of the chamber last month, are using the measure not only to push for cuts in federal spending, but also to address other big issues on their agenda.
The legislation still faces many hurdles before it becomes law and the provision on global warming is sure to face opposition in the Democratic-led Senate and from Obama.
The administration has been looking to use the Environmental Protection Agency to address global warming after Congress failed to pass climate change -legislation last year.
The proposal to strip the agency of that authority passed by a 249-177 vote.
Republicans almost uniformly oppose the program, saying it is an overstepping of power by Washington and would hurt the economy.
