In a report to the council on Tuesday, Ban said: “The ongoing military activities of the rebel groups and reprisal actions of the government and its allied militia are costing civilian lives, limiting humanitarian operations [and] severely constraining efforts to move to a negotiated settlement.”
The violence is also challenging the AU-UN force, “which is not a peacekeeping force designed to deploy or function in a war zone,” Ban said.
