But Democratic Senator Jim Webb, a Vietnam veteran like McCain and Hagel, accused the Bush administration of relying on military action without an effective diplomatic strategy.
"You cannot deal with Iraq simply as a military situation even inside Iraq," Webb told Fox News Sunday.
Webb called for engaging Iran and Syria, saying both countries had an interest in holding talks.
"I think there are reasons for them to come to the table," he said.
Democratic Senator Dianne Feinstein, on the Intelligence committee, agreed.
"You have all of the elements growing of a failed state. To put the American military as the only remedy in this situation is a huge mistake," she told CNN.
Separately, a suicide bomber blew up his truck near a petrol station in Baghdad, killing at least eight people and wounding 39 yesterday, a security official said.
The bombing took place in southwest Baghdad's al-Saidiyah district, he said.
