"Ultimately, he will have to present far more details that he has now. Because the devil is in the details," Hess said.
Bush will have the platform to spell out his ideas more clearly to the US public when he delivers the annual State of the Union address on Feb. 2 to the US Congress.
But on Wednesday, he again reminded that his approach, announcing big ideas and letting Congress sort out the details, proved successful when he put through sweeping tax cuts during his first term.
