The Social Democratic Party and the Justice and Truth Alliance are both credited with under 40 percent of the vote.
The opposition has warned against possible "massive electoral fraud" by the government, and is setting up its own vote counting system. The government has denied the charges.
About 3,300 Romanian and 50 foreign observers will monitor the election.
