"Few Nordic people are intentionally unethical," said Leila Mustanoja, of TI's Finnish chapter. "This is a small country and [corruption] is of a different kind, like a buddy system, where you make deals without realizing it's corrupting."
This means that as globalization continues to mould the economies of the two countries, more scandals likely lie ahead.
"Corruption has only been taboo for the last 10 years and ... I think in all Nordic countries, it hasn't been considered a crime. Now ... in the international limelight, these things come out," Mustanoja said.
