Novices join Zapatero Cabinet

NEW BLOOD After being sworn in as Spain's prime minister, Zapatero named a Cabinet of old hands for key portfolios as well as a number of newcomers

Twenty-one people including 15 Moroccans are being held in connection with the March 11 attacks on packed commuter trains.
