The mood in the council "is quite disappointed," said Mahmoud Othman.

Othman said the quandary of the governing council was this: "You are not in it and have not been consulted about it. But when people ask who did it? The Americans. Who is their partner? The governing council."

Adnan Pachachi, also a council member, complained that the council had not been informed of moves by the US military in Fallujah and he denounced the siege action there as a form of collective punishment.
